Combatting Online Harms and Image-Based Sexual Abuse

Technology-facilitated gender-based violence, including image-based sexual abuse (IBSA), is a growing global crisis that disproportionately affects women, girls, and marginalized communities. These abuses not only violate privacy and dignity but also undermine mental health, digital safety, and equality in both online and real-world spaces.

As detailed in this report, IBSA is a complex issue driven by the nonconsensual distribution of intimate images and rapidly evolving technologies like AI-generated deepfakes “nudify apps.” While progress has been made, significant gaps remain in resources, advocacy, and legal protections, creating an urgent need for targeted philanthropic action.

This guide provides funders a roadmap for meaningful action to address IBSA and its broader implications. It highlights best practices for support and presents actionable opportunities to support survivors and invest in prevention, technology innovation, and advocacy and communications to drive systemic change.

Philanthropy has a unique role to play in advancing a safer, more equitable digital future.
